Request a Zone 0 inspection in Riverside County

Tell us where your property is.

Quick answer: Zone Zero work in the 0 to 5 foot ember-resistant zone often involves fencing, gates, hardscape, and vegetation changes. Hired fence work at $1,000 or more in labor and materials, work that needs a permit, or work that uses hired workers generally requires a CSLB license (Class C-13 for fencing). Owner-builder and minor-work exemptions can apply.

What happens after you submit

1. We check your parcel. Your address is matched against CAL FIRE's 2025 Fire Hazard Severity Zone maps and your community's adopted local map. In this county, that check matters twice over: some parcels gained designations in 2025 and some lost them.

2. You get a plain-English rundown. Which tier you're in, which Zone 0 requirements apply, what your fire authority (Riverside County Fire or your city's own department) will look for, and what is required, proposed, or recommended for you.

Mountain-community note: if you're in Idyllwild, Pine Cove, Mountain Center, or Garner Valley, ask about assistance programs first. Grant and support channels exist for the high country, and the assessment can flag what you may qualify for.

Questions

Quick answers

County Fire or City of Riverside Fire?

Riverside County Fire covers unincorporated county and many contract cities. City of Riverside has its own municipal fire department. Ordinance 787.11 applies in county-fire territory, not automatically inside city limits. The address check identifies the AHJ for your address.

Is Zone 0 required for my existing Riverside County home?

As of September 19, 2026 there is no statewide Zone 0 regulation in force. The Board of Forestry emergency filing (OAL 2026-0828-03E) was withdrawn September 8, 2026. AB 3074 directed the state to create an ember-resistant zone; that is not a current statewide rule requiring Zone 0 to be kept clear. Existing defensible-space law still applies: PRC section 4291 and Government Code section 51182, plus local defensible-space rules. In county-fire territory, Ordinance 787.11 already sets local Zone 0 for new buildings, additions, new or replacement landscape, and limited existing-building landscape rules. The first five feet is Recommended now everywhere else.

Who can do fence work in the first five feet?

Hired fence work at $1,000 or more in labor and materials, work that needs a permit, or work that uses hired workers generally requires a CSLB license (Class C-13 for fencing). Owner-builder and minor-work exemptions can apply.
